摘要

人工智能技术的深度嵌入为高校“一融双高”建设带来效率提升的同时，也催生了“AI代笔”“材料出政绩”等新型形式主义。本文以正确政绩观为理论透镜，系统分析AI技术嵌入高校党建的双重效应，识别AI时代高校“一融双高”在目标融合、组织嵌入、评价导向、能力支撑四个维度的“融合梗阻”，揭示梗阻的深层成因在于政绩观偏差——党建工作被异化为“文本生产”，AI成为错位政绩观的“加速器”。在此基础上，借鉴技术伦理、工具理性与价值理性、绩效悖论等理论资源，构建“梗阻识别—机制创新—实现路径”的三维对应分析框架，提出包括评价体系重构、“AI辅助+人工负责”伦理规约等在内的四维可操作方案，为高校在AI时代推进“一融双高”建设、防范技术形式主义提供理论参照与实践指南。

Abstract

The deep integration of artificial intelligence technology has improved the efficiency of the “One Integration and Two Highs” initiative in higher education institutions. Meanwhile, it has also given rise to new forms of formalism such as “AI ghostwriting” and “achievement-making through documents”. Using the correct view of political performance as a theoretical lens, this paper systematically analyzes the dual effects of AI technology embedded in Party building in colleges and universities. It identifies the “integration blockages” of the “One Integration and Two Highs” initiative in the AI era across four dimensions: goal integration, organizational embedding, evaluation orientation and capacity support. It reveals that the root cause of such blockages lies in the deviation in the view of political performance: Party building work has been alienated into “text production”, and AI serves as an “accelerator” for the distorted view of political performance. On this basis, drawing on theoretical resources including technology ethics, instrumental rationality, value rationality and the performance paradox, this paper constructs a three-dimensional analytical framework of “blockage identification — mechanism innovation — implementation path”. It puts forward a four-dimensional operable scheme covering the reconstruction of evaluation systems and ethical regulations of “AI assistance with human accountability”, so as to provide theoretical references and practical guidelines for universities to promote the “One Integration and Two Highs” construction and guard against technological formalism in the AI era.
