摘要

党的二十届四中全会明确指出，支持发展新型农村集体经济，不断提高强农惠农富农政策效能。在乡村全面振兴的视域下，村级集体经济的迭代与优化成为推动农村经济社会发展的重要力量。本文以豫北R镇为典型案例进行样本分析，旨在探讨农村村级集体经济发展的既有实践理路，分析当前存在的思想观念、资源利用、能人培育、产业开发等实践困境，并提出相应的优化策略，以期为农村集体经济的持续健康发展提供参考。

Abstract

The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China clearly stated that it supports the development of a new type of rural collective economy and continuously enhances the effectiveness of policies aimed at strengthening, benefiting, and enriching farmers. In the context of comprehensive rural revitalization, the iteration and optimization of village-level collective economies have become an important force driving rural economic and social development. This paper takes R Town in northern Henan as a typical case for sample analysis, aiming to explore the existing practical approaches to the development of rural village-level collective economies, analyze the current practical dilemmas in ideological concepts, resource utilization, capable person cultivation, and industrial development, and propose corresponding optimization strategies, with the hope of providing reference for the sustained and healthy development of rural collective economies.
