摘要

本文以泸州市大型体育赛事场馆安全数智防控与常态治理为研究对象，运用文献资料法与逻辑分析法，剖析了泸州市场馆安全治理的现实图景与运行困境。研究发现，泸州市场馆数智化建设处于局部改造初级阶段，面临技术基础薄弱与数据孤岛叠加等困境。据此，从数智赋能维度提出“感知层、传输层、平台层、应用层”四层架构与全要素感知、智能预警、应急处置协同机制；从机制耦合维度提出多元主体责任清单、赛事全程安全管理、绩效评估动态调适三条优化进路。

Abstract

This paper takes digital-intelligent security prevention-control and regular governance of large-scale sports event venues in Luzhou City as the research object. Adopting literature review and logical analysis methods, it analyzes the realistic status and operational dilemmas of venue security governance in Luzhou. The study finds that the digital-intelligent construction of venues in Luzhou is still in the primary stage of partial renovation, confronted with overlapping challenges including weak technical foundation and data silos. Accordingly, from the dimension of digital-intelligent empowerment, this paper constructs a four-layer architecture consisting of perception layer, transmission layer, platform layer and application layer, and establishes collaborative mechanisms covering full-element perception, intelligent early warning and emergency disposal. From the perspective of mechanism coupling, three optimization paths are proposed: formulating a responsibility list for multiple stakeholders, implementing whole-process safety management for events, and dynamically adjusting performance evaluation.
