摘要

摘 要：在乡村振兴与文旅融合的时代浪潮中，岭南水乡古村落因其独特的自然景观与深厚的文化底蕴而备受瞩目。然而，随着旅游开发的深入推进，部分古村落面临过度商业化、景观基因变异、文化传承断层等现实困境。选取此类岭南水乡型古村落为研究对象，分析其嬗变成因与空间特征；同时，以佛山市逢简村为案例，探讨其保护与开发的协同路径：关键在于构建法治保障与社区参与的双轮驱动机制，通过完善地方立法、强化规划管控、创新活化模式，实现文化遗产保护与旅游经济发展的动态平衡。研究表明，基于法治化、精细化、可持续的保护规划与多元主体协同治理，以法律为底线、规划为引领、社区为主体、市场为补充，进而实现文化传承与经济发展的共生共赢，是推动岭南水乡古村落保护与旅游开发协调发展的重要路径之一。

Abstract: Against the backdrop of rural revitalization and cultural-tourism integration, ancient villages in the Lingnan water towns have drawn considerable attention for their distinctive natural landscapes and rich cultural heritage. However, as tourism development accelerates, these villages increasingly face challenges such as over-commercialization, deterioration of landscape authenticity, and discontinuities in cultural transmission. Taking Fengjian Village in Foshan City as a case study, this paper investigates the evolutionary drivers and spatial characteristics of such villages, and explores a synergistic pathway that balances heritage conservation with tourism development. The core strategy lies in establishing a dual‑driven mechanism that combines legal safeguards with community participation—specifically, by refining local legislation, strengthening planning controls, and adopting innovative revitalization models—to achieve a dynamic equilibrium between cultural preservation and tourism‑led economic growth. The findings suggest that a rule‑of‑law‑based, detailed, and sustainable conservation framework, coupled with collaborative multi‑stakeholder governance, can foster a win‑win outcome for cultural inheritance and economic development, where law serves as the bottom line, planning as the guide, communities as the principal actors, and market forces as supplements. This represents a viable pathway toward coordinated conservation and development of ancient villages in the Lingnan water town region.
