冬奥遗产可持续利用赋能冰雪产业高质量发展的现实障碍与对策研究

摘要

明确冬奥遗产可持续利用与冰雪产业高质量发展的内在关联，识别二者融合发展中的现实障碍，为后冬奥时代冰雪产业高质量发展提供有效路径。基于可持续和新发展理念，结合京张体育文化旅游带建设等实践案例，采用文献资料法、逻辑分析法与案例分析法开展研究。结果表明冬奥遗产与冰雪产业发展存在价值共生、要素互补、业态赋能三重逻辑关联；当前二者融合发展面临资源配置失衡、产业链协同不足、科技转化滞后、保障机制不健全及安全监管缺失五大现实障碍；据此提出优化资源配置体系、完善全产业链协同机制等五维度针对性对策。提出冬奥遗产可持续利用是赋能冰雪产业高质量发展的核心路径，通过系统性对策破解现实障碍，可充分释放冬奥遗产价值，推动冰雪经济持续健康发展，助力实现“冰天雪地也是金山银山”的发展目标。

Abstract

This study clarifies the intrinsic connection between the sustainable utilization of Winter Olympic legacy and the high-quality development of the ice and snow industry, identifies the practical barriers hindering their integrated development, and proposes effective pathways for fostering the high-quality growth of the ice and snow industry in the post-Winter Olympics era. Grounded in the principles of sustainable and innovative development, and drawing on practical case studies such as the construction of the Beijing–Zhangjiakou Sports, Culture and Tourism Belt, this research employs literature review, logical analysis, and case study methods. The findings reveal three distinct logical relationships between Winter Olympic legacy and the ice and snow industry development: value symbiosis, factor complementarity, and business model empowerment; furthermore, the current integrated development process faces five major practical barriers: imbalanced resource allocation, inadequate industrial chain coordination, lagging technology commercialization, imperfect support mechanisms, and insufficient safety oversight. Based on these findings, the study proposes five targeted countermeasures—namely, optimizing the resource allocation system and enhancing the coordination mechanisms across the entire industrial chain. The study argues that the sustainable utilization of Winter Olympic legacy serves as the core pathway to empower the high-quality development of the ice and snow industry; by implementing systematic countermeasures to overcome these practical barriers, the value of Winter Olympic legacy can be fully unleashed, the sustainable and healthy growth of the ice and snow economy can be promoted, and the development goal of "treating ice and snow landscapes as valuable assets" can be realized.
