在极端气候事件趋于常态化的背景下,传统“抗灾救灾”模式已难以有效保障粮食安全。本文引入“韧性”视角,将粮食生产韧性界定为抵抗能力、恢复能力与适应转型能力三个递进层次,并以此框架审视当前我国粮食生产系统在基础设施、农业生态、经营主体和风险治理四个方面面临的现实挑战。在此基础上,从夯实基础设施韧性、修复生态韧性、提升主体韧性、健全制度韧性四个维度提出构建路径。研究认为,构建粮食生产韧性不是追求一劳永逸的静态目标,而是需要持续投入、动态调适的长期过程,应将韧性理念深度嵌入粮食安全战略的底层逻辑。

Against the backdrop of extreme climate events becoming increasingly normalized, the traditional “disaster prevention and relief” model has proven inadequate to effectively safeguard food security. This paper introduces the resilience perspective, conceptualizing grain production resilience as three progressive levels—resistance, recovery, and adaptive transformation—and employs this framework to examine the current challenges facing China’s grain production system in four key areas: infrastructure, agricultural ecology, production entities, and risk governance. On this basis, it proposes a construction pathway from four dimensions: strengthening infrastructure resilience, restoring ecological resilience, enhancing entity resilience, and improving institutional resilience. The study argues that building resilience in grain production is not a static goal to be achieved once and for all, but rather a long-term process requiring sustained investment and dynamic adaptation; thus, the concept of resilience should be deeply embedded in the underlying logic of the national food security strategy.
