摘要

随着我国高等教育迈入高质量发展阶段，民办高校在校生规模已突破千万人大关，学生公寓作为育人主阵地的地位日益凸显。然而，在教育数字化转型与学生群体特征变化的双重驱动下，传统民办高校公寓管理中存在重处置轻预防、重行政轻育人、重个体轻系统的问题。本文立足于“十五五”规划的前瞻性视野，探讨协同治理、智治手段与韧性体系在民办高校公寓危机应对中的耦合逻辑。通过对既有被动式管理模式的反思，构建了一个以大数据预警为驱动、以“一站式”社区协同为核心、以全周期韧性恢复为保障的新型危机应对模式。研究表明，重构后的模式不仅能有效降低安全事故发生率，更能提升民办高校的社会认可度，促进高等教育多元化健康发展。

Abstract

As higher education in China enters a stage of high-quality development, the number of students enrolled in private universities has exceeded ten million. Student dormitories are increasingly prominent as a key front for talent cultivation. Nevertheless, driven jointly by the digital transformation of education and changes in student group characteristics, traditional dormitory management in private universities suffers from several drawbacks: emphasis on post-incident disposal rather than prevention, prioritization of administrative management over education, and focus on individual incidents instead of systematic governance. From a forward-looking perspective aligned with the 15th Five-Year Plan, this paper explores the coupling logic of collaborative governance, smart governance tools and resilience systems in responding to dormitory crises of private universities. Reflecting on the existing passive management model, it constructs an innovative crisis response model driven by big data early warning, centered on the “one-stop” community collaboration, and guaranteed by full-cycle resilience recovery. The study reveals that the reconstructed model can not only effectively reduce the frequency of safety incidents, but also improve the social recognition of private universities and boost the diversified and sound development of higher education.
