摘要

高职院校国际教育师资岗位能力清单的构建是推动国际化办学从规模扩张转向内涵提升的基础性工程。本文以能力本位教育理论为支撑，构建内涵界定—现状诊断—难点识别—路径构建四维分析框架，系统考察了高职国际教育师资岗位能力清单的构建问题。分析了当前师资队伍面临的“数量不足、结构失衡、能力断层”三重困境，识别了能力清单构建中需求动态性、边界模糊性与期望多元性三项关键挑战，并从顶层设计、方法驱动、全链贯通三个维度提出了系统性实施路径。

Abstract

The construction of a job competency inventory for international education faculty in higher vocational colleges serves as a foundational project for promoting the transformation of internationalization in education from scale expansion to connotative development. Grounded in competency-based education theory, this paper establishes a four-dimensional analytical framework comprising connotation definition, status diagnosis, difficulty identification, and path construction, and systematically examines the issue of developing such an inventory for international education faculty. It analyzes the triple dilemma currently faced by the teaching workforce, namely insufficient quantity, structural imbalance, and capability gap, and identifies three key challenges in the construction of the competency inventory, namely the dynamism of demand, the fuzziness of boundaries, and the plurality of expectations. Furthermore, it proposes systematic implementation pathways from three dimensions: top-level design, method-driven approaches, and full-chain integration.
