省域职教高考政策转化的特征困境与启示

摘要

职教高考自2019年正式提出后，在我国是以国家统一框架下的省域政策转化来推进实施的。当前各省份相关政策纷繁复杂，为充分探究其特点、挖掘当前职教高考属地化发展模式的丰富经验与困境，本研究以6份国家级政策文本、31个省份的40份省级政策文本为研究对象，借助NVivo15质性分析软件进行深入的文本分析，发现各省份在政策转化过程中呈现出垂直化的相似性与属地化的差异性特征。以行政发包制这一理论视角进行进一步解读时，发现我国职教高考制度的推行在赋予地方充分自由裁量权的基础上呈现出丰硕成果，同时也在独立性、系统性以及科学性发展方面面临一定困境。因此，本研究试图得出部分启示以供相关政策制定者参考。

Abstract

Since the vocational college entrance examination was officially proposed in 2019, it has been promoted and implemented in China through the transformation of provincial policies under the unified national framework. At present, the relevant policies in various provinces are complex and diverse. To fully explore their characteristics and explore the rich experiences and predicaments of the current localized development model of vocational college entrance examination, this study takes 6 national-level policy documents and 40 provincial-level policy documents from 31 provinces as the research objects, and conducts in-depth text analysis with the help of NVivo15 qualitative analysis software. It is found that in the process of policy transformation, each province shows the characteristics of vertical similarity and local differences. When further interpreting from the theoretical perspective of the administrative contracting system, it is found that the implementation of the vocational college entrance examination system in our country has achieved fruitful results on the basis of granting local authorities full discretionary power. At the same time, it also faces certain difficulties in terms of independence, systematicness and scientific development. Therefore, this study attempts to draw some insights for the reference of relevant policymakers.
