摘要

在当前国际政治格局不断演变的背景下，地区性国际组织在全球治理中扮演着越来越重要的角色。上海合作组织作为欧亚地区的重要多边合作机制，自成立以来，在维护地区安全与稳定、促进成员国间合作等方面发挥了积极作用。本文旨在以安全共同体为框架，探讨上合组织构建安全共同体的动因及挑战，并提供相关决策参考，为如何看待上合组织发展趋势及其在国际关系中的作用拓展新的视角。本文将从动因、挑战和策略方面分析安全共同体视阈下的上海合作组织。

Abstract

Against the backdrop of the continuously evolving international political landscape, regional international organizations are playing an increasingly important role in global governance. As a key multilateral cooperation mechanism in the Eurasian region, the Shanghai Cooperation Organization (SCO) has, since its establishment, played a positive role in safeguarding regional security and stability and promoting cooperation among member states. This paper aims to explore the motivations and challenges for the SCO in building a security community within the framework of security community theory, and to provide relevant policy references, thereby offering new perspectives for understanding the SCO's development trends and its role in international relations. This paper analyzes the SCO under the security community vision from the aspects of motivations, challenges, and strategies.
